Function and Use: The agency created the records to track the reports submitted by companies subject to the scrutiny of the Cost of Living Council (CLC) and its task of reducing inflation. The CLC used the information to decide if it should approve requests to raise wages according to the guidelines established under the Economic Stabilization Program.
Scope & Content Note: The series contains data extracted from reports of wage increases and requests to increase wages from business establishments subject to wage controls. Each record corresponds to a report or request submitted by an establishment, and shows how the Cost of Living Council (CLC) categorized and responded to the submission. Each record includes the establishment's case number and address, the name of the company to which the establishment belonged, the number of employees affected by the report or request, and information about the wages and benefits paid and requested. Where applicable, the records also include the name of the employee's union and information about its contract with the company.

The data in the file varies according to the phase of the Economic Stabilization Program under which it was collected. The Economic Stabilization Program had 4 phases:
Phase I (August 15, 1971 to November 14, 1971)
Phase II (November 14, 1971 to January 11, 1973)
Phase III (January 11 to August 13, 1973)
Phase IV (August 13, 1973 to April 30, 1974).

The collection of wage data began with Phase II under the direction of the Pay Board and continued through Phases III and IV under the Office of Wage Stabilization. During Phase II, firms with 5,000 or more employees needed CLC approval to raise wages, firms with 1,000 to 4,999 employees had to report all wage increases but needed approval only for wage increases above 5.5 percent, and firms with less than 1,000 employees merely had to report increases above 5.5 percent. During Phase III and Phase IV, only food industry firms required CLC approval for wage increases, while construction firms with annual sales of $50,000 or more needed such approval. Health industry firms continued to be subject to Phase II controls. Firms outside of the food, construction and health industries had to report wage increases above 5.5 percent.
