Function and Use: The agency used these records to provide a detailed statistical summary of wage and benefit changes in collective bargaining agreements. It issued statistical summaries quarterly as press releases for private industry and semiannually for state and local government.
Scope & Content Note: This series includes information extracted from collective bargaining agreements that cover firms with more than 1000 workers in both the private and public sectors. When an agreement with a bargaining unit was renegotiated, records extracted from a previous version of the agreement are copied into the latest file with the record of renegotiation. The files are distinguished by calendar year and correspond, in general, to the latest date reported in any of the date fields in the records for a bargaining unit. The annual files may include records on settlements with a bargaining unit in earlier years. While the signatories provided the agreements to the Bureau of Labor Statistics voluntarily, the files contain information on virtually all collective bargaining agreements except for those in the railroad and airline industries. Each record identifies the employer, the labor union, the Standard Industrial Classification code for the industry, the type of bargaining unit, the region or state and plant location covered by the agreement, the number of employees, the date negotiations began, the effective date of the agreement, its expiration date, the reopening date for negotiations for a new agreement, information related to any escalator clauses in the agreement, the Consumer Price Index (CPI) base year, CPI formula applied in the agreement, dates of cost of living reviews, and beginning and ending date of any related work stoppage.
